Central govt employees to get 3 DA installments frozen during pandemic?

The Confederation of Central Government Employees & Workers has again raised the issue of various long-pending demands of the Central Government employees and pensioners. Among the various demands, one is the payment of dearness allowance (DA) arrears frozen during the Covid pandemic period, according to a circular issued by the Confederation. These DA arrears pertain to the period from January 2020 to June 2021.

In this circular, the government has been asked to resolve the pending DA issue and many others as soon as possible.

In the circular issued on 7 March 2025, the Confederation said that due to the inaction of the central government, their legitimate demands have not been met yet. The employee organisations have been agitating for a long time, it said.

On 8 February, it was decided in the National Executive Meeting of the Confederation that gate meetings and general body meetings would be organised across the country on 10 and 11 March to make the employees aware and prepare them for the movement.

What are the federation’s main demands?

The Charter of Demand of the organisation includes many important demands:

-The Confederation seeks the appointment of committee members, including the chairman, under the 8th Pay Commission (8th CPC).

-The New Pension Scheme (NPS) should be abolished and the Old Pension Scheme (OPS) should be restored.

-The three DA installments stopped during the Covid pandemic, should be paid.

-The amount deducted from the pension of employees and pensioners should be restored in 12 years (currently this period is 15 years).

-The 5% limit on giving jobs on compassionate grounds should be removed, and all eligible applicants should be given the appointments.

-The vacant posts in all departments should be filled immediately, and outsourcing and privatisation in government departments should be stopped.

-Employee organisations should be allowed to work democratically.
