Jeevan Praman: Centre launches nation-wide Digital Life Certificate Campaign 3.0 for pensioners

In a major step towards enhancing the digital empowerment of pensioners, Union Minister Jitendra Singh on Wednesday launched the Nationwide Digital Life Certificate (DLC) Campaign 3.0.

This campaign aims to streamline the process for pensioners to submit their Digital Life Certificates (Jeevan Praman) from the comfort of their homes or at designated pension disbursing centers, according to a PIB release.

The initiative, a key part of Prime Minister Narendra Modi’s vision for digital empowerment, will run from November 1-30, 2024, covering 800 cities and towns across India.

The DLC Campaign 3.0, an extension of the successful Jeevan Praman initiative first launched in 2014, will be the largest ever of its kind, reaching over 1.8 lakh Gramin Dak Sewaks and 1,100 nodal officers across the country.

In total, 1,900 camps will be set up by 19 pension disbursing banks, 57 pension welfare associations, CGDA, IPPB, and UIDAI, who have all come together to implement the campaign on a whole-of-government approach.

The campaign will enable all pensioners, including those from Central and State Governments, EPFO, and Autonomous Bodies, to submit their Digital Life Certificates either digitally or through doorstep services. Super senior pensioners will be provided special door-to-door services to make the process easier for them.

Jitendra Singh emphasized that the DLC Campaign 3.0 aims to provide a simple, transparent, and inclusive way for pensioners to prove their life status, ensuring no pensioner is left behind. The campaign’s digital approach will allow pensioners to submit their life certificates either online, via pension disbursing banks, or through IPPB centers.

Notably, the scheme also incorporates Face Authentication, which was introduced in 2021, offering an additional layer of ease for pensioners to authenticate themselves remotely. This initiative builds on the successes of DLC Campaigns 1.0 and 2.0, with 1.47 crore DLCs generated during the 2023 campaign, which involved 597 locations and 100 cities.

“The vision of Prime Minister Modi is clear — to improve the welfare of pensioners through digital empowerment. Jeevan Praman was launched in 2014, and we have since enhanced it with the addition of face authentication to make the process even more user-friendly,” said Singh.
